When Bahá'u'lláh was arrested after the attempt on the Sháh's life in 1852, the Russian Minister in Ṭihrán refused to surrender Him to the Sháh's officers, pressed for His innocence to be established, and later offered Him refuge in Russia, which He declined.
From the barracks in 'Akká, Bahá'u'lláh wrote to Czar Alexander II of Russia, summoning him to proclaim His Cause and recalling that a Russian minister had helped Him when He lay in chains in Ṭihrán. The Czar did not heed it.
